Xiao Kai, male, Han nationality, born in November 1973, is a native of Wuhan, Hubei Province. With a postgraduate degree, Xiao is a doctor of law and a professor. Xiao joined the CPC in December 1999 and started to work in August 2002.

Now, Xiao serves as President and Party Group Chief of the Hongkou District People's Court. Formerly, Xiao took positions of Lecturer, Associate Professor, and Professor of the School of Law at Shanghai Jiao Tong University, Deputy Director of the Financial Prosecutorial Department at the Shanghai Procuratorate, Director, Procuratorate Committee Member, Prosecutor of the Financial Prosecutorial Department at the Shanghai Procuratorate, as well as Party Group Member, Vice President, Review Committee Member, and Judge of the Shanghai Financial Court.
