The 22nd expanded meeting of the 17th Hongkou District People's Congress Standing Committee was held at the District Workers' Cultural Palace on July 25.
District Party Secretary Li Qian attended the meeting. Deputy Secretary of the District Party Committee and District Director Lu Ming reported on the district's economic and social development in the first half of the year and outlined the main tasks for the second half.
In his report, Lu Ming highlighted that this year, despite challenges, the district has made significant progress, achieving "half of the time, half of the tasks" for the year.
Lu Ming emphasized the need to address the difficulties and critical issues faced in development with practical measures. He said that implementing the spirit of the third plenary session of the 20th Communist Party of China (CPC) Central Committee is a top task. The district must promote reform and development measures with a persistent and practical approach.
The overall considerations for economic and social development in the second half of the year focus on three key areas:
1. Fostering New Growth Drives and Advantages: Upholding the strategic positioning of the North Bund as a "new benchmark for urban development in the new era," enhancing its role as a central hub, and moving towards high-end segments of the industrial and service chains.
2. Joint Efforts by Effective Markets and Proactive Government: Serving the construction of a unified national market, improving openness, business environment, service capabilities, living facilities, and cultural supply to create a fair and dynamic development environment.
3. Transforming Development Methods in Super Large Urban Central Areas: Accelerating comprehensive governance reforms in economic, spatial, social, safety, digital, and green domains to build a livable, resilient, and smart urban area, making it a significant showcase for Chinese-style modernization.
Lu Ming also addressed issues of industrial momentum conversion, urban renewal, livelihood protection, and urban governance that concern representatives, committee members, and residents.
The meeting also heard reports from representative groups evaluating the district government's work in the first half of the year. It reviewed reports on the execution of the 2024 economic and social development plan for the first half of the year, the audit work on the 2023 budget execution and other financial revenues and expenditures, and the 2023 district-level fiscal budget and the 2024 first half-year budget execution.
The resolution to approve the 2023 fiscal budget was passed. Additionally, the meeting reviewed a special report on the management of state-owned assets (excluding financial enterprises) for 2023 and a comprehensive report on the management of state-owned assets for the same year.
The meeting also reviewed the district's implementation of the "Shanghai Residential Property Management Regulations." While recognizing the government's efforts, the meeting stressed the need to enhance understanding and implementation of the regulations, improve property service quality, and address residents' pressing concerns. Emphasis was placed on exploring effective governance models under the guidance of party leadership and enhancing supervision and services.
