22 Projects Resume Construction

Since June, Hongkou has made every effort to promote the resumption of construction on the construction site. On the premise of strict pandemic prevention management, so far, 22 projects in the region have resumed construction, and another 3 projects have completed the filing for restarting construction.

A few days ago, the reporter came to the construction site of the rental housing project in Block No. 77 of the North Bund Sub-district. The "Site code" had been posted at the entrance of the construction site, and the "digital sentry" was equipped as well.Personnel entering the construction site were required to scan the "site code", and could pass only after the "digital sentry" checked and displayed the green health cod, normal body temperature and negative nucleic acid test within 48 hours. The pandemic prevention supplies such as masks and disposable disinfectants were also set on-the-spot.

Gu Yanghua, project manager of Shanghai Construction No. 2 (Group) Co., Ltd., told that all new employees could enter the site if they had a 48-hour nucleic acid negative certificate, were vaccinated by three shots and the antigen test was negative. After entering the site, they must receive 48-hour observation in the isolation area. Only after the observation expired and the nucleic acid test result was negative could they officially enter the construction area for construction operations.

The construction site was under closed management in strict accordance with the requirements of relevant municipal and district documents. All kinds of materials, express delivery and other issues needed to be strictly disinfected in disinfection and sterilization area and stayed still for the specified period.

The construction operation area was separated from the living area and office area, and a temporary isolation area was specially designated to deal with sudden abnormal situations. It was seen that a single room was equipped for one person in the temporary isolation area, with beds, sockets, toilets, air conditioners and other facilities in the room.

Du Jialun, director of the Engineering Management Center of Shanghai North Bund (Group) Co., Ltd., introduced that the rental housing project in Block No. 77 is an important functional supporting facility in the North Bund Area. After completion, it will provide high-quality living space and supporting facilities for executives and white-collars working in the core business district of the North Bund. At present, the basement structure of the project is under construction. "After implementing the normalized pandemic prevention and control measures and closed management requirements, we resumed the project construction at once, and will complete the project construction as soon as possible to realize the high-quality supporting functions of the North Bund Area as soon as possible."

In order to orderly promote the restoration of the sites under construction in the area, the approval system in the construction resumption of construction site has been changed to the record commitment system. On the one hand, the “Guidelines of Prevention and Control of Pandemic Situation for Resumption of Work and Production at Construction Sites in Hongkou District” were issued, and at the same time, the “Self-inspection Form for Prevention and Control of Pandemic Situation, Resumption of Work and Production Safety at Construction Sites” and the “Letter of Commitment for Resumption of Work and Production at Construction Sites in Hongkou District” were distributed to all parties involved in the construction. According to the requirements of the Guidelines, the participating units can implement measures such as site preparation and pandemic prevention material storage, and submit the above materials before starting the construction for filing.

Shen Zheng, chief of the quality and safety supervision section of Hongkou District Construction Industry Management Center, Shanghai (Hongkou District Construction Project Quality and Safety Supervision Station, Shanghai), said that since June 12, door-to-door nucleic acid sampling has been implemented at construction sites in the district to ensure closed-loop management at the site and that all personnel who should be inspected are inspected.
