"It's a fine morning with the sound of pigeon whistle and the sound of getting up..." On entering the No. 1 branch station, you heard the loud and clear songs. Li Shumei, monitor of the chorus class and residing in Jinxuan Residential Community, was organizing dozens of old people to rehearse together. Li came to the No. 1 branch station every day. "There are many activities suitable for the elderly, such as singing, dancing, doing handicrafts and listening to folk music", she often showed her retirement life in the circle of friends on the WeChat Account, which attracted friends in Tianjin, Beijing and other places.
In November 2018, general secretary Xi Jinping came to the No. 1 branch station for a survey. Over the past two years, Jiaxing Road Sub-district kept his instructions in mind, continuously enhanced the connotation of the service station and expanded its service periphery. With the goal of "saving efforts and saving time" for the masses, the acceptance and consultation items of five citizen service stations in the jurisdiction area have been adjusted from 172 items to 188 items, and the on-the-spot settlement items have been adjusted from 38 items in 7 categories to 50 items in 9 categories. It provides 16 services for the Party and the masses, 7 categories for the elderly and 16 employment guidance services. The old people read books and newspapers, play chess and play basketball here. Young and middle-aged people come here for delicious and cheap dishes, exercise and do public welfare. The children's garden often is filled with kids' laughter. The citizen service station has become popular among the citizens.
The Community Canteen Open All Year Round
"Our citizen service station is the place where general secretary paid a visit." Jiaxing Road Sub-district regarded the studying and implementing the requirements in the important speech and the important directions of general secretary Xi Jinping when he surveyed Shanghai and the Hongkou Citizen Service Station as a primary political task. The Party class entitled the General Secretary Visits the Citizen Service Station was created, and the Party members and masses that experienced the survey were organized to participate in the presentation activities. Cultural activity teams were widely organized to sing "Our Citizens’ Service Station", and the participants were organized to enter enterprises, campuses and communities to relay cordial care, share happy moments and talk about their experiences.
Happiness permeates every corner of the citizen service station. The fragrance of food reminds the people of living. The community canteen on the first floor of the service station supplies three meals a day all year round. This year, the kitchen of community canteen has been expanded by 130 square meters, with the cooking equipment upgraded. The daily supply has been increased by 350 meals, and 5 community food assistance stations have been added. In addition, food delivery service has been provided for the elderly with mobility difficulties, so that the community residents can eat newly cooked, cheap and high-quality food nearby. Meanwhile, the community canteen launched the dishes grading wall where the eaters can comment the meal. The elderly who are helped with the dishes are asked for grading the dishes to distinguish more delicious ones from the others and to change the menu regularly. Not only do the old people like to eat here, but the surrounding white-collars come here for delicious and cheap dishes. At the early stage of the work and production resumption, the canteen provided white-collar lunch distribution for nearly 300 meals in the area in order to solve the problem of dining.
In the citizen service station, trains classes about painting and calligraphy, vocal and music, recitation, WeChat and dance are provided. A batch of volunteers do things at the station. More than 60 people spontaneously organized and directed the residents to sponsor an array of activities related to creative handcrafts, recitation of poems and waste sorting. Chen Xuemei, a volunteer living in Ruihong Xincheng Residential Quarter, has changed to a director now from a participant at the beginning of the year, and established an autonomous team of poem recitation. She said that this kind of activity made her life meaningful.
Online Activities of Service Station Never Stop
"Because I had resigned, I planned to look for a job after the spring festival. The epidemic came unexpectedly. The first round of interview organized by the sub-district could be completed online, which was quite convenient", said Mr. Song, a job seeker. During the epidemic period, services continued while offline activities stopped.
According to source, during the epidemic period, the sub-district set up the "Jiaxing Service Affairs" section in the "Jiaxing Community Public Service" WeChat account, as the online version of the citizen service station, in a bid to publish online courses and home-based interaction. In the first half of this year, 144 online activities were held in each service station, covering health, flower art, calligraphy and painting, parent-child reading and other aspects with over 12,800 participants. Since the Spring Festival, 8 online job fairs have been held, and more than 100 posts have been released on the established online recruitment platform. The success rate of job seekers has exceeded 50%. The online interview has become popular among job seekers.
Jiaxing Road Sub-district continuously strengthened the urban grass-roots Party building position, established a high-standard version of the management norms for the Party and the masses service station of the citizen service station, and implemented the "Six Ones" system: a mass cultural activity every day, a theme activity once a week, a micro Party class once a month, a Party chief’s sharing meeting every quarter, a Party building exchange meeting every half a year, and a regional Party building forum once a year. In the epidemic prevention and control, the sub-district paid attention to the online education of Party members, actively innovated the education and management mode and actively explored and practiced the online Party class and Party member management. The Party and the masses service center integrated the "Hongkou Party Class" and the Party school’s teachers and courseware resources in the community to form 16 online coursewares, which were pushed to grassroots Party members by the Party and the mass service station of the citizen service station. Volunteer service recruitment information was timely promoted by the WeChat group. "Zero Declaration" work requirements were put forward. Party members were correctly guided to firm confidence, instead of believing and spreading rumors, and play a vanguard exemplary role.
Jiaxing Road Sub-district said that it would continue to take the requirements in the general secretary's important speech on the inspection of citizen service station as the guidance, turn the general secretary's solicitude into an inexhaustible power for the citizen service station to further upgrade and start again, and earnestly handle the matters concerned by the general secretary and the masses. The first-class service station at the door of the masses will be fully made in 5 aspects including being the guide of the mass-oriented policies, providing personalized service packages, strengthening the construction of smart and healthy service stations, online and offline interaction to build the "fast" the service station and the service station’s cooperation highlighting characteristics.
