Located at No. 2196, Liangcheng Road, the Caihongwan Welfare House for Elderly was officially opened on February 25, with 860 beds and one-stop services in medical care and health care. It is another new nursing home, and the largest public pension project in the downtown that has been put into operation.
The Caihongwan Welfare House not only has complete facilities and a clean environment, but also has internal medicine clinics, TCM rehabilitation room, etc., which are managed by the specialized medical institutions. It is a comprehensive and general social welfare institution that integrates medical care, elderly care, daily care, and home-based care for the aged, to name a few. With the total building area of about 30,000 square meters, the Welfare House focuses on serving the district’s disabled and dementia old person and the elderly with the long-term care insurance at or above level 4.
Moreover, the Welfare House has set up DIY handmade rooms, calligraphy and painting rooms, chess and cards rooms, pottery rooms, KTV rooms, film and television rooms with multiple functions, and so on, to meet the spiritual and cultural needs of the elderly, so that the old people who are unsuitable to go out can know the outside world when living here. “The facilities and the environment are fine here. Since its completion last year, we have been watching when it will open to the public.” said Yan Huimin, who has taken her 90-year-old parents to live here.
In addition to the people-oriented hardware facilities, its interior environment is designed in a fastidious manner. In the hall on the first floor, the Welfare House has an old Shanghai-style street. Walking on the romantic street, we can not only see the old Shikumen and the LOGO of time-honored brands of Shanghai, but also catch a sight of a unique Shanghai-style movie posters, telephone booths, street lights, etc., so that the elderly can have a sense of belonging and have a cordial feeling. In addition, its overall greening design follows the people-oriented principle. With the green environment that is compatible with the overall layout and style of its buildings, the Welfare House offers green landscapes and colored flowers all the year round, creating the beautiful scene that the elderly live in the nature. It embraces the greening area of 3,188.2 square meters on the ground and the greening area of 918 square meters on the roofs, with the green rate of 35%.
Although the hardware facilities are various and the living environment is fine, the pension cost is not that high. As the key livelihood projects in the district, the Welfare House attaches importance on the basic living standards, with the average monthly charges (including bed fee, meals fee and care fee) of about RMB4,300. Moreover, its rehabilitation equipment will be open to the elderly living at Caihongwan and the surrounding communities free of charge, which will be directed by the professional rehabilitation teachers.
According to the District Civil Affairs Bureau, by the end of 2018, the district’s total registered population reaches 729,485. Among them, the registered population of the elderly aged 60 or over reaches 290,611, with an increase of 8,338 compared with that of last year, which accounts for 39.84% of the district’s total population and ranks the first across Shanghai. The relevant principals say that the newly opened Welfare House will not only effectively alleviate the pressure on the construction of pension projects and meet the urgent needs of professional care for the elderly, but also gradually increase the businesses such as community nursing and home care, so that more old people in the district can enjoy the professional services.
On the same day, the Jiangrenjiangxin Elderly Studio of Hongkou was set up at the Welfare House.
Wang Huisheng, Chairman and Chief of the Party Group of State Development and Investment Corporation (SDIC), Shen Ling, Chief Accountant and member of the Party Group of SDIC, Zhu Qinhao, Director of Shanghai Civil Affairs Bureau (SCAB), Jiang Rui, Deputy Director of SCAB, Zhao Yongfeng, Deputy Chief of the CPC District Committee and District Governor, and Zhang Wei, Standing Member of the CPC District Committee and Deputy District Governor, attended the opening ceremony.
The picture shows that at the opening of the Welfare House , Ruan Qibi, one of the first group of the old people living here, showed the check-in notice with a smiling face.
