On December 15, jointly sponsored by Hongkou District People's Government, Shanghai Hongkou Creative Industry Center and Shanghai Zero Carbon Information Technology Centre, the International (Shanghai) Low Carbon Design Competition 2013 was officially launched at the North Bund. Themed “to the future in five decades – the low-carbon lifestyle at the North Bund in 2063”, the competition was aimed to provide the solutions for the low-carbon and environmentally friendly as well as smart buildings and cities through combining the innovative designs and innovative technologies as well as offer the industrialized and replicable business models to the solutions through policy supports and market-based financing channels.
Jointly inaugurating the competition were Yang Chaofei, former chief engineer of Ministry of Environmental Protection, Fang Qing, vice president of National Institute of Metrology, China and vice president and secretary-general of China Energy Conservation Association, Chen Yuehua, counselor of Shanghai Municipal Commission of Economy and Informatization and deputy director of the Municipal Cultural and Creative Industries Office, Wu Qing, Party chief of Hongkou District, Han Aixing, deputy director of Building Energy Conservation and Technology Department of Ministry of Housing and Urban-Rural Development, Zhou Qiang, Shanghai Municipal Development and Reform Commission and Li Lin, chief director of China projects of World Wide Fund for Nature (WWF).
At the forum on the development of low-carbon and creative cities held later, Cao Liqiang, deputy Party chief and governor of the Hongkou District, took the lead to deliver a keynote speech entitled “Explorations and Practices of Hongkou District in Promoting Low-carbon Development”, briefing the attendees on the innovative practices in making efforts in building the “Green Carbon Valley” and construction a low-carbon district. Later, the professionals from different fields of low-carbon development and different parts of the world gave excellent speeches on the topics such as the low-carbon buildings and the planning of low-carbon urban districts.
It is learnt that, from that day on, the competition would collect the low-carbon design works from all over the world, including the two competition topics of “low-carbon structures” and “low-carbon transformation plan for old industrial factory buildings. The competition will last for half a year until the release of the results next June. The carbon emissions produced in the course of the competition have been carbon neutralized by the organizing committee of the competition purchasing the overall carbon sinks at Shanghai Environment and Energy Exchange, so as to achieve a true green and low-carbon competition.
Also attending the event were Guan Weiyong, chairman of the District CPPCC Committee and Liu Ke, standing member of District Party Committee and director of the Publicity Department. The opening ceremony was presided over by Zhang Xiping, standing member of district Party committee and deputy district governor.
