At the event, Hongkou's Human Resources and Social Security Bureau, in collaboration with the Shanghai Artificial Intelligence Technology Association, signed a strategic cooperation agreement to build an AI-powered HR platform, further driving the fusion of artificial intelligence and human resource services.

During the event, an alliance of 100 HR companies signed agreements to settle in Hongkou, aiming to strengthen the exchange and cooperation within the HR sector and inject more vitality and resources into the region, creating a mutually beneficial environment for both Hongkou and businesses.
During the exchange session, representatives from various industry associations and HR companies shared insights into the current trends in the HR sector.
They discussed the basic profile of their companies, their unique features, and the challenges they face in operations.
The discussions centered on how digital transformation and AI technologies are influencing the HR industry’s development.
Participants shared experiences and insights on talent training, recruitment, and services, offering a forward-thinking perspective for their peers and suggesting new approaches to solving industry challenges.
The discussion also explored ways to strengthen collaboration with Hongkou and promote the growth of the HR services industry in the area.
Both sides exchanged ideas on how to boost the HR industry’s development, offering new strategies and directions for future cooperation.
The event also highlighted Hongkou District and Jiaxing Road Subdistrict’s efforts in optimizing the business environment, showcasing various measures that have been implemented to enhance the region’s attractiveness to businesses.
In February 2025, Hongkou released its "Business Environment 8.0 Action Plan," providing a comprehensive, multi-layered support system for businesses in the district.
Over the past few years, Hongkou has implemented several initiatives to promote the high-quality development of its HR services industry. They include targeted support measures for regional HR service providers, helping companies improve their capabilities.
The district has also been actively engaging with businesses through regular visits and research, using the “service package” system for key companies.
Hongkou has organized events such as the North Bund HR Development Forum and HR salons to build communication and collaboration platforms, advancing the construction of HR service industry parks and promoting industry cluster development.
The event attracted nearly 70 companies, along with representatives from local chambers of commerce and relevant industry associations. It provided a valuable platform for international HR companies and Hongkou to foster deeper collaboration and achieve mutual benefits.
By further strengthening cooperation in the HR sector, the event injected new vitality into Hongkou’s economic and social development, making the district an even more attractive location for businesses to settle, the district government said.
