On a recent visit, Hongkou District Party Secretary Li Qian conducted an in-depth investigation into the district’s 2025 technology innovation and industrial upgrade actions. During the visit, Li chaired a symposium to hear briefings and discuss the next steps for these initiatives.
Li’s visit began at Zhongtai Energy, where he toured the company’s technology exhibition hall and discussed the company’s progress in innovation and product development. Following the visit, a symposium was held to further explore and plan for the district’s goals regarding technological improvement and industrial transformation.
Li emphasized that industry is the foundation of regional development, and technological innovation is the driving force behind industrial upgrades.
As Shanghai undergoes a major transformation in both urban functions and industries, Li stressed the need for Hongkou to align with the changing trends of the times and deepen its understanding of the importance of industrial development and technological innovation.
He highlighted the necessity to focus on key tasks, define clear priorities, and combine technological innovation with industrial upgrading to create a synergetic and forward-thinking approach to development.
Li pointed out the need for a clear framework in the development of the district’s innovation ecosystem. It includes enhancing the industrial system, spatial planning, and data systems, while focusing efforts on emerging sectors.
He emphasized the importance of creating high-level laboratories and incubators to drive the transfer and transformation of technological achievements.
Li also mentioned the need for diversified infrastructure to support industry collaboration, efficient allocation of resources, and the formation of a vibrant and efficient regional innovation ecosystem.
Li also underscored the importance of continuous reforms in optimizing the district’s policy toolbox. He called for an improved service environment, enhanced talent support, and expanded open cooperation to attract more innovative resources to Hongkou.
Furthermore, Li stressed the need to establish strong working mechanisms to ensure inter-departmental collaboration, prioritizing key initiatives and ensuring that all actions lead to tangible results.
During the symposium, several key departments—including the Hongkou Development and Reform Commission, the Hongkou Science and Technology Economic Commission, the Hongkou Business Committee, the Hongkou Finance Bureau, the Hongkou State-owned Assets Supervision Commission, and the North Bund Group—reported on their work related to the technology innovation and industrial upgrading actions.
Hongkou is focused on industrial development, investment promotion, and steady growth, and continues to push for a deeper integration of technological innovation and industrial development. These efforts are aimed at accelerating the formation of new production capabilities and enhancing the visibility of innovation-driven industries in the region.
