Hongkou District kicked off the 2024 Government Open Month with a special event themed "Smoothing Policy Communication Channels, Government-Society Collaboration for Development" at Ruihong Enterprise World.
The event featured the launch of a new government-society collaboration initiative and a comprehensive policy promotion platform, integrating "government open market" activities with a "policy aggregation seminar" to create a multi-dimensional platform for policy publicity, consultation, interpretation, and research.
At the main event, representatives from the district government office signed a "Government-Society Cooperation Memorandum" with 10 associations and industrial park leaders, including the Shanghai International Chamber of Commerce.
This agreement aims to establish a long-term cooperative framework focusing on high-level talent services, investment promotion (both domestic and foreign), and industrial policy implementation within parks. The collaboration will enhance the district's policy dissemination efforts, forming a comprehensive and multi-faceted policy service system.
To further support businesses, the government provided partner organizations with "Enterprise Policy Service Packages," containing the latest district policies, interpretations, and guidelines to ensure that enterprises receive precise and comprehensive support.
In recent years, Hongkou has concentrated on enhancing transparency in foreign-related policies. Since 2022, it has consistently published English-language government bulletins tailored to expatriates, which include relevant policies, interpretations, and services.
The district has also introduced the city's first "Bilingual Government Open Reception Room" and bilingual digital policy interpretation videos.
During the event, the North Bund International Passenger Service Center and Anqiu Community of Jiaxing Road Subdistrict were recognized as the city's first "Foreign-Related Policy Publicity Points."
These venues offer practical information such as service guides and policy interpretations, making them key nodes in the district's internationalization efforts.
Moreover, Hongkou, the pioneer of the "Government Affairs Public Observer" initiative, appointed its second batch of observers during the event, including Robert from Romania, who holds dual roles as a foreign experience officer and observer.
His participation is expected to provide valuable feedback on the implementation of policies from an expatriate's perspective, helping to improve promotion and communication efforts.
The event also featured the launch of the "Business Assistant" platform, developed by the district government office, investment promotion office, and data bureau.
This platform offers integrated services such as policy aggregation, smart recommendation of investment resources, regional industry mapping, and enterprise information management.
It is designed to provide precise, efficient access to business services, enhancing the ease of doing business in the district.
The policy promotion session saw experts from the district's Employment Promotion Center, Technology and Economic Commission, and Talent Work Bureau provide detailed explanations of policies related to entrepreneurship subsidies, vocational training, and the recognition of technology enterprises, further increasing policy awareness and understanding among local businesses.
