On August 4, Guo Fang, member of the Standing Committee of the Shanghai Municipal Party Committee and chief of the Hongkou District Party Committee, and Hu Guangjie, deputy chief of the Hongkou District Party Committee and governor of the Hongkou District, came to the Shanghai Institute of Technical Physics of the Chinese Academy of Sciences to carry out a large-scale visit for an survey themed with "Pandemic Prevention, Economic Stability and Security". The signing ceremony of the strategic cooperation agreement between the People's Government of the Hongkou District and the Shanghai Institute of Technical Physics of the Chinese Academy of Sciences was held on the spot. Ding Lei, director of the Institute, and Gong Haimei, chief of the Party Committee, attended the ceremony.
On behalf of the Hongkou District Party Committee and the Hongkou District Government, Guo Fang expressed heartfelt thanks to the Institute for its long-term concern and support for it endeavor in Hongkou, and expressed sincere welcome to the Institute for its continued in-depth participation in the development of Hongkou. She said that we should unswervingly adhere to the general policy of "Dynamic Zero Elimination", make clear and strictly implement the "Four Responsibilities", sum up experience and lessons, make pandemic prevention more scientific and accurate, and fully implement the requirements of "preventing pandemic, stabilizing economy, and developing safely".
Guo Fang emphasized that innovation is the first power, talent is the most important resource, and service is the best environment for development. Hongkou will fully support to the institute in basic research, complete the national major tasks and promote the transformation of scientific research achievements, actively innovate the talent- attracting policies through high-quality development environment and public services and let more outstanding talents take root and live happily in Hongkou through high-quality development environment and public services. It is hoped that the Institute will settle in Hongkou, exert their cutting-edge advantages in the fields of infrared and photoelectric technology, guide more scientific research spillover achievements to Hongkou, realize complementary advantages and common development, and make new and greater contributions to Shanghai's continuous deepening of the construction of the "Five Centers".
Ding Lei expressed his gratitude to Hongkou for its long-term concern, support and help on behalf of the Institute. He said that the Institute has been deeply engaged in Hongkou for a long time, always focusing on the major strategic needs of the country and adhering to the mission positioning. It has achieved many landmark firsts in the field of infrared optoelectronics, and has developed a series of advanced instruments for aerospace and infrared optoelectronics. The biotechnology science experimental system and the life ecological science system equipped with the "Wentian" experimental module of the space station, which was successfully launched last month, were developed by the Institute. It is the first time that China has tried to establish a closed ecosystem in space. It provides strong support for multi-type, large-scale and systematic experiments in the special environment of space and is of milestone significance. The two sides are hoped to strengthen strategic cooperation, accelerate personnel training, promote scientific and technological innovation, seek common development and win-win future, and make positive contributions to the development of the Party and the country's space industry.
At the meeting, Ding Lei and Hu Guangjie signed a strategic cooperation agreement on behalf of the two sides. The relevant official respectively introduced the recent innovation and development of the Institute, the economic and social development of Hongkou and the background and situation of the strategic cooperation agreement.
Attending the ceremony were Jiang Renhui, member of the Standing Committee and director of the Organization Department of the Hongkou District Party Committee, Tong Weiqi, deputy chief of the Party Committee and chief of the Discipline Inspection Commission of the Institute, Shu Rong, deputy director of the Institute, and Chen Shuai, deputy governor of Hongkou District.
