Listen to the voice of the people and solve the problems of people's livelihood. “2022 Summer Hotline: Interview with District Governor” invited Hu Guangjie, District Governor of Hongkou District, on July 28. Listeners called on their own concerns about reconstruction for scattered plots, installation of elevators for old public houses and other problems and quickly received feedbacks from relevant departments. Hu Guangjie said that thanks to the cases solved in the program, the government department thought how to take a step forward in the future when encountering similar problems and solve the urgent difficulties and expectations of the people.
The old areas’ reconstruction is the greatest livelihood and development. In the live broadcast, Ms. Liu, who lived in Ouyang Road Sub-district, called that her house was located in Tanjiaqiao Plot, Neighborhood 252, and there was no gas, nor bathroom. So far, she has lived a life with the liquefied gas and the clossstool, and the residents are looking forward to knowing when the old areas’ reconstruction can be carried out.
"There are more than a dozen families living in Shikumen, and there are no toilets, gas or flush toilets. Are we included there in the plan?"
Hu Guangjie said that he had also been to the scene to inspect, and found that some alleys could be called a gleam of sky. At the end of last month, Hongkou has completed the reconstruction of scale-forming old neighborhoods at class 2 or below, and it is now comprehensively accelerating the old areas’ reconstruction of sporadic plots.
"This is the road here, and there is a river. I have seen it. Here is a line of sky, and the buildings next to each other around the alleys. The district Party committee and the district government, including relevant departments, have been visiting and thinking about the relocation of some sporadic plots in Hongkou every day. Recently, we are also raising relevant resources and funds. It should be said that the Plot 252 will soon be scheduled. You can learn it from our old reconstruction headquarters."
Yang Yesheng, Executive Deputy Commander of Hongkou District Old Areas’ Reconstruction Headquarters, said that there had been a reconstruction schedule for the Plot 252 mentioned by Ms. Liu till now.
"Neighborhood 252 has been included in the old areas’ reconstruction plan for the whole year. First, it has received the support of the municipal old areas’ reconstruction office, with the scope of the old areas’ reconstruction reported. If it is quick enough, we try to issue the expropriation decision at the end of September; otherwise, we will announce it in the fourth quarter."
The installation of elevators was also what many old house residents expected. Aunt Chen, a resident of Lane 61 of Balin Road, said that the elevator installation project of Building 19 had been publicized as early as January this year, but now half a year has passed, the construction has not started yet.
"There are centenarians in our building, as well as people in their nineties and eighties. Almost every day, someone asks me when to install the elevator. It's very urgent. It's best to install the elevator quickly and realize the dream of residents."
This building was built in the 1990s, and about two-thirds of the residents are over 60 years old. Wang Jiawei, Deputy Director of Quyang Road Sub-district, said that the construction was delayed due to the pandemic and has been accelerated at present.
"On July 18, we complete the procedure for construction and obtained the permission to start construction. The construction was planned to start last week, but it was delayed because that the building involves closely connected personnel. Now we have communicated with relevant authorities, and if there is no problem, we can start next week."
Coincidentally, Mr. Fang from Lane 125, Tongxin Road also reported the problem of installing elevators. Bian Yongxiang, Deputy Director of Guangzhong Road Sub-district Office, said, "From last year to now, we have been in contact with residents with elevator installation units in the early stage to discuss the plan. Since December, we have entered an effective and smooth progress stage. At present, there are three units in this community, which have got the permission of the whole community and all the units."
Hu Guangjie said that Hongkou District has a high degree of aging, and relevant departments have been vigorously promoting the installation of elevator projects. The district has specially set up an office for installing elevators to explore the installation of elevators in the whole community and the whole neighborhood committee, and promote them in batches, so as to solve the problem that it is difficult for the elderly living in midair to go downstairs.
"Deputy Director Bian Yongxiang is expected to strengthen contact with relevant parties. Mr. Fang is expected to tell the progress to the neighbors. The old people living in this building care about it every day. Director Bian has 100 things to be handled, the elevator installation accounting for 1%, but it accounts for 100% there. We must solve them."
In the program, the problems reported by residents included the environmental pollution of restaurants in the summer, the night construction at construction sites, the lax control of shops’ site QR codes related to the pandemic prevention, and the difficulty in medicine distribution for extended prescriptions in community health service centers, which are concerned by many elderly people. Hu Guangjie said that starting from the cases, relevant departments accumulated work experience to continuously improve the happiness index of the people. "All government departments should do better and think ahead. This is our goal."
