"Grandma,
wear more clothes and keep warm as the temperature drops. Stay at home as much
as possible. Call us if you need anything". Early in the morning, the cadres
of the Neighborhood Committee of the Xiangdong Residential Area in
Similarly, Lu Qiong, Chief of the General Party Branch of the Sanlian Residential Area of the North Bund Sub-district, and her colleagues called the oldest old and the elderly living alone one by one early in the morning, telling them to keep warm. As one of the residential areas with a higher degree of aging in the sub-district, the Sanlian Neighborhood Committee divides the residential area into several zones. The elderly living alone and the oldest old in each zone are managed by a cadre of the neighborhood committee and a volunteer. They can know the basic situation of all the elderly in time through telephone inquiries, door-to-door visits and others, so as to help the aged timely and keep them at home in bad-weather days. In addition, nearly two-thirds of the houses in Sanlian Residential Area were the old buildings below grade II. The municipal infrastructure was poor. Most of the electric wires, gas pipes and water pipes were outdoors. In order to minimize the impact of low temperature on water supply equipment, before the cold wave, the neighborhood committee organized cadres, property workers and volunteers wrapped the outdoor water pipes to prevent from cracking.
In addition to the cadres of the neighborhood committee, there are also volunteers from the Old Friends Program of Hongkou District. According to the introduction of Hongkou District Elderly Service Development Center, the volunteers of the Old Friends Program are responsible for visiting and caring the oldest old, the elderly living alone and the mentally handicapped elders in the community on the premise of epidemic prevention and control. In the bad weather, the volunteers helped them to solve the difficulties of keeping warm and provide necessary help for the elderly who have temporary difficulties, especially for the elderly having no child and the key elders living alone, so that the elderly could feel the warmth in winter.
It was reported that in view of the severe cold weather, communities had formulated and perfected emergency plans in advance to deal with emergencies such as acute illness, loss, fire, falls and others for the elderly in need of help. In case of missing of the mentally handicapped elders and accidental injuries of the elders living alone, the emergency plan should be started immediately, and measures should be taken in time to ensure their safety in winter.
Meanwhile, the district's elderly care homes, day service centers, cafeterias, elderly activity rooms and other community elderly service facilities and places did a good job in the safety maintenance of power supply facilities and lines, gas pipelines, water supply and drainage pipelines, conditioning, heating equipment, electrical sockets and other facilities to ensure the normal operation of facilities and equipment.
All nursing homes: heating facilities were on all day
As the temperature plummeted, institutions such as Yinkang Apartment for the Elderly and Rainbow Bay Welfare Home for the Elderly turned on central air conditioning and other heating facilities all day. Yinkang Apartment for the Elderly also specially adjusted the temperature of floor heating equipment and provided ginger soup for the elderly.
In the Rainbow Bay Welfare Home for the Elderly, the one-hour conventional ventilation in every morning and evening was reduced to 30 minutes, and adopted the method of staggered time and batch was adopted. After ventilation, the elderly were arranged to return after the room temperature was suitable. The fresh air system was continuously used to keep warm and to prevent and control the epidemic. In addition, the Rainbow Bay Welfare Home contacted its vegetable suppliers to ensure the quality of meals for the elderly during the cold wave.

The Hongkou District Commerce Committee: cheap-food stalls stabilized the prices and benefited the public
On December 30, Shanghai entered the quick-freezing mode. At 9:00 a.m., in Sanjiaodi Guangling No. 4 Road Food Market, many residents wore woolen hats, masks and thick warm clothes and came to the market early to buy foods. More than 100 stalls in the market sold fresh vegetables, spinach, green garlic, water chestnut and other seasonal vegetables. There was plenty of pork on the cutting board of the meat counter, and rows of sausages hanging high in the counter.
It was learnt that the Hongkou District Commerce Committee visited and inspected the supermarkets and markets to grasp the real-time supply situation of the main and non-staple food markets and closely track the changes in the supply situation of vegetables, pork and other important livelihood commodities, and did a good job in trend analysis, prediction and early warning, so as to guarantee the market supply.
Hongkou also continued to promote the construction of affordable meat and vegetables counters, and play the role of cheap-food stalls in stabilizing the prices and benefiting the public in extreme weather. It was reported that there were 25 standardized food markets in Hongkou, and there were cheap-food stalls in each market to sell vegetables and meat. Yu Jie, the person in charge of Sanjiaodi Guangling No. 4 Road Food Market, told that the prices of cheap vegetables were mainly green leafy vegetables, and the prices were about 2 yuan or 3 yuan. The varieties of cheap meat were changed frequently. On that day, the cheap meat was mainly chops and hind-leg meat, and the operators would float up prices slightly on the basis of the purchase prices, fully reflecting the supporting role of cheap foods.
The person in charge of the Hongkou District Commerce Committee said that in the severe cold weather, as the festival was approaching, the committee mobilized the local food markets, supermarkets and other parties to actively organize the supply of goods to seamlessly connect with the city's main wholesale markets and extension bases and broaden the supply channels, and encouraged stores and supermarkets to appropriately increase the operational reserves. They increased the variety and quantity of cold-resistant and storable vegetables and coordinated key points including storage and transportation, distribution and supply of grain and oil, in a bid to meet the diversified festival consumption needs of the public. Efforts were made to ensure the people's stable life and the urban operation safety. It would try its best to ensure the supply and stabilize the prices of main and non-staple food in New Year's holiday.
