On December 18, the Hongkou District Science and Technology Commission and the Hongkou District Talent Exchange Center jointly held a series activity of the district's talent policy in China Publishing Blue Bridge Creative Industry Park and the 8th activity for the productivity forum organized by the Party committee of the Science and Technology Commission, to give a special lecture on the new talent policies to technology enterprises. Officials from nearly 100 hi-tech enterprises, little giant enterprises and other relevant enterprises came to the scene, covering the grass-roots Party organizations in the science and technology system of the whole district. A total of over 400 people listened to the lecture.
Technology innovation parks are important land to implement the series activity of the district's talent policy. The Hongkou District Talent Exchange Center, the Hongkou District Science and Technology Commission and other relevant units strengthened the department cooperation to form a joint force. The conference focused on high-tech enterprises and innovative and entrepreneurial talents. New policies including domestically introducing talents, transforming the residence permit to the registered permanent residence and the settlement of overseas students were interpreted in detail in the Q&A activity. The bonus of the new talent policies is to be fully released, and the talent policy publicity is continuously and steadily promoted into technology innovation parks, campuses and communities. The work deployment of synchronization of investment promotion, enterprise registration and community service of talent policy promotion is gradually implemented.
In order to help the technology enterprises understand the latest talent introduction policies, Hongkou District Talent Exchange Center compiled the latest policies of Shanghai talents introduction into brochures and distributed them to the enterprise representatives. The policy package contains 12 talent policies in 6 aspects: policies for innovation talents, domestic talents introduction, overseas students’ settlement, couples’ separation, applying for permanent residence in Shanghai with the residence permit and overseas talents’ applying for residence permits. The seemingly ordinary pamphlet was praised as a treasure book by the enterprises’ contact persons. "Instead of searching one by one on the internet, I will look through the brochure for the talent policies. I will keep it well", said a technology enterprise’s representative.
Hongkou District Talent Exchange Center also organized professional publicity teams to carry out full-coverage publicity of talent policies and consultation guidance to form a regular publicity mechanism, to formulate personalized policy training courses, and do a good job in the popularization of talent policy in all fields. Since December 1, Hongkou District Talent Exchange Center has provided training services to over 400 enterprises through online and offline ways.
It is learnt that since this year, Hongkou District Talent Exchange Center has continuously implemented the incentive policy for talents of technological innovation and has provided talent introduction services for the talents in urgent need of key institutions including technological innovation talents and hi-tech enterprises, with a total of over 700 talents settling down in Shanghai. Special offices of talent service were opened in Party and mass service stations at Magnolia Plaza and Huayuanfang Residential Zone successively to conduct the handling business of professional titles, which formed a service circle of one center and two talent stations. It has become the only area in Shanghai to set up secondary professional title handling station, solved the "the last mile" problem of talent service, and gradually showed its attraction to technological innovation professionals. After the work of handling professional titles started this year, the two secondary handling stations managed to apply for professional titles for 131 professional and technical talents.
Hongkou District Talent Exchange Center said that it would continue to carry out publicity and training for the needs of enterprises, give full play to the advantages of "Party building + talent service" and strengthen the service content of the talent service offices at the Party and mass service stations of Huayuanfang Residential Zone and Magnolia Plaza. In addition to doing well in professional titles handling business, the "Talent Service Day" activity was held regularly to provide personalized policies for enterprises. They explored the service mode of "handling at once and door-to-door", guided the enterprises to fill in and get application documents, provided high-quality talent services for enterprises and further optimize the business environment.
