The 1st round of willingness consultation is the prerequisite for the smooth progress of the reconstruction of old areas. Only when the consent ratio of the 1st round of willingness consultation reaches above 90%, can the 2nd round of scheme consultation and signing be started. Since the beginning of the year, Hongkou district has achieved the goal of expropriation for the reconstruction of old areas: more than 10,000 households, far exceeding the original target of 6,000 households, and it has completed and delivered 16 pieces of land lots, both of which set a new historical record of the reconstruction of old areas in Hongkou. In the next stage, Hongkou will adhere to the new way of municipality-district cooperation and government-enterprise cooperation, continue to focus on the new round of development and construction of the North Bund, innovate the mechanism and optimize the scheme, and strive to fully start the reconstruction of old areas at the North Bund area before June 2021, so that more people can realize the "dream of safe living" and the "dream of livability".
