Recently, the road opening project of Quyang Road (the section from Siping Road to Linping Road) has fully completed the housing expropriation task and successfully completed the land delivery. It means that 16 land lots’ expropriation is accomplished this year, a record high in Hongkou history.
The road opening project of Quyang Road (the section from Siping Road to Linping Road) is a major municipal engineering project, involving 367 house property certificates, 596 households and 14 units. It is reported that there are concentrated private houses and numerous houses with common property rights. Among the 367 certificates, private houses account for 88.56%, and 68% of them are houses with joint property rights. In addition, illegal constructions in private houses are rampant, and family conflicts caused by common property rights are sharp, which makes it more difficult to expropriate the houses.
Since the contract signing started in July 2017, under the direct command of the District's Old Areas’ Reconstruction Headquarters, the old areas’ reconstruction sub-headquarters in Jiaxing Road Sub-district, the District No. 1 Expropriation Office and community cadres have worked closely together to do masses-related work and form the work atmosphere of “no bystanders in old areas’ reconstruction” in the principle of “one form, and one scheme for one household”. Meanwhile, they fully carry forward the spirit of "innumerable words, every endeavors and countless hardship" to continuously and deeply advance the policy for residents who have not relocated and signed contracts, so as to safeguard legitimate rights and interests of the residents, guide them to move and hand over their houses, and finally realize the demolition and land delivery.
In fact, for the past demolition and relocation or the current expropriation, concluding the work of land lots relate to old areas’ reconstruction has been difficult in all districts of Shanghai, which directly leads to the difficulty of land transfer and the failure in withdraw funds of old areas’ reconstruction to invest in new projects. In recent years, the District Old Areas’ Reconstruction Headquarters and relevant municipal and district departments have built a linkage of expropriation, planning and transfer to accelerate the progress in old areas’ reconstruction and improve the efficiency of urban renewal. At the end of September this year, it took only 16 months to conclude the expropriation work of the land lot relate to Hongkou No. 17 Neighborhood, the largest single land lot in the old areas’ reconstruction history in Hongkou. The case has made four top indexes in Shanghai in the new mode of old areas’ reconstruction characterized by city-district cooperation, government-enterprise cooperation, and district-dominated action: the first to make the expropriation decision, the first to start the contract signing for residents, the first to make the expropriation come into force and the first to complete the land delivery.
The old areas’ reconstruction is the biggest livelihood and development for Hongkou. An official of the District's Old Areas’ Reconstruction Headquarters says that in the future, the seven-step work method will be further optimized, and deputies to the People's Congress, CPPCC members, lawyers and other third parties will be organized to participate in the mediation work, implement the "ten-must talk" system, adhere to the masses work, promote residents to move for delivering houses as soon as possible, and reduce the number of judicial enforcement. In addition, residents who have involved judicial enforcement will not be abandoned or given up. Sub-district cadres and public trust personages will regularly go to negotiate to make most people change their minds before the judicial enforcement, and help the North Bund and even the whole Hongkou usher in a new pattern of urban construction and present a new look.
