Hongkou Helps Enterprises Resume Business

Due to COVID-19, it is difficult for enterprises to resume business. In response, the policies at the municipality-level and the district-level have been issued to benefit enterprises. Led by the District Investment Promotion Office, Hongkou has made the “Working Plan for Centralized Visits to Enterprises in Response to COVID-19 Control and Regional Eco-social Development” and the detailed rules, which covers all types of enterprises in various sectors and industries throughout the district, in order to implement the CPC Municipal Committee's decision to carry out centralized visits to enterprises by cadres at the municipality-level and the district-level level.

The district’s officials and more than 50 departments are organized to visit and survey enterprises during the outbreak, and help them solve problems and overcome difficulties that affect their production resumption in a timely manner.

According to the standard that each official visit 20 enterprises, and the district’s officials would visit 580 enterprises in total. So far, they have visited 259 enterprises in total, completing 45% of the task. 69 items of demands on various problems have been gathered, 8 of which have been solved; 48 have been under disposal; 2 have been reported to the municipality-level departments; and 11 are about to be handled.

The 12 key economic functional departments, including the District Commerce Committee, the District Investment Promotion Office and the District Financial Bureau, need to visit 1,200 enterprises according to the above-said standard. So far, they have visited 551 enterprises in total, completing 46% of the task. 1,393 items of demands on various problems have been collected, 1,345 of which have been solved; 19 have been under disposal; and 29 are about to be handled.

More than 40 other departments survey the production resumption of enterprises in the areas that they take charge of according to the actual work. So far, a total of 519 enterprises have been visited, and 231 items of demands on various problems have been collected, 179 of which have been solved; 37 have been under disposal; and 15 are about to be handled.

The district has set up a working group on material support, in order to ensure a smooth resumption of enterprises, especially to solve difficulties in resumption due to the shortage of anti-COVID-19 supplies. Coordinated the anti-COVID-19 supplies by the District Commerce Committee, the Investment Promotion Office, housemaster units and sub-districts inquire the needs, overcome the supplies shortage, and raise the supplies in various ways to help resume production. Up to now, 853 enterprises have been assisted with a total of 520,000 anti-COVID-19 materials, including 503,600 masks and 1,036 forehead thermometers.

After issuing 28 comprehensive policies, the district has formulated 16 detailed measures according to the actual situation to implement the municipality-level policies, and has effectively reduced the burden on enterprises in terms of tax concessions, multichannel financial support, and housing rent relief and so on. As for some business enterprises affected by COVID-19, the district offers the support funds in advance to relieve the pressure on capital in time.

According to the District Investment Promotion Office, the district compiled 28 benefiting-enterprise policies of Shanghai and 16 detailed measures of Hongkou into volume, has distributed it to enterprises upon the visits of the district’s cadres at all levels, and has helped them master and make good use of the policies.

Based on strict COVID-19 control, the district will continue to step up production resumption for enterprises, give full play to the working mechanism of centralized visits by cadres at all levels, and promptly discover potential growth points of a number of enterprises by promptly solving their difficulties, so as to keep fueling economic development after the end of COVID-19.
