"Perfect Ten" Themed Products Launched
Autumn brings visitors to Shanghai for a grand festival. The classic events of the 2026 Shanghai Tourism Festival kicked off as scheduled. On the morning of September 7, the launch ceremony for a public-benefit cross-district double-decker sightseeing bus service under the Hongkou-Qingpu district partnership was held. Li Qian, Secretary of the Hongkou District Party Committee, Wang Ping, Secretary of the Qingpu District Party Committee, Jiang Rui, Deputy Party Secretary and District Mayor of Hongkou, and Li Feng, Deputy Party Secretary and District Mayor of Qingpu attended the event and presented cultural and tourism gift bags to tourist representatives.
A striking red double-decker sightseeing bus stood out along Hongkou’s North Bund. The first batch of passengers boarded the vehicle at Hongshu Fang in Hongkou and headed for the Zhujiajiao Tourist Center in Qingpu, covering roughly 60 kilometres in total. Loaded with "Ten Public Welfare Benefits" and "Ten Themed Experiences", the distinctive double-decker bus links Hongkou’s modern Shanghai-style glamour with the laid-back charm of Jiangnan water towns in Qingpu, marking an innovative model for cross-district cultural tourism in Shanghai. The cultural tourism gift bags feature highlights from both districts, containing travel postcards, brochures and cultural and creative merchandise.
Half modern Shanghai flair, half classic Jiangnan grace. Targeting resource sharing, complementary strengths, mutual tourist sourcing, industrial integration and joint brand building, Hongkou and Qingpu have forged in-depth cross-district collaboration to roll out the "Perfect Ten" brand products. The product package carries ticket prices ranging from 5 yuan to 159 yuan. Residents and tourists can purchase tickets via a dedicated page on the WeChat mini-program Dragonfly Urban Sightseeing Double-Decker Bus.
The "Ten Public Welfare Benefits" include ten preferential offers, five contributed by each district. Hongkou’s perks cover discounted room rates at Shanghai Swan Hotel and Shanghai Baolong Hotel, a 5% discount at Hongkou Gift Shop, a 15% discount on coffee at White Horse Café and a 15% discount on beverages at Hongshu Fang · Dayin Bookstore. Qingpu’s offers feature a 12% discount on cultural and creative drinks at Zhujiajiao Daqing Post Office, 22% off for the Bushe Jiangnan homestay (including the old teahouse and Yuantemple Vegetarian Noodles) plus a 12% discount on tea and vegetarian noodles, a 12% discount on all food bills at Wanrui No.10 Restaurant, and special room rates at CITIC Pacific Zhujiajiao Jinjiang Hotel and Shanghai Sun Island Resort.
The "Ten Themed Experiences" encompass ten dimensions of beauty: Shanghai-style charm, cultural beauty, architectural beauty, water-town beauty, ecological beauty, culinary beauty, artistic beauty, intangible cultural heritage beauty, family-friendly fun and nightscape beauty. From the architectural complexes on the North Bund to Fangsheng Bridge in Zhujiajiao, from the cultural blocks on Duolun Road to the lakeside trails around Dianshan Lake, from onboard music appreciation to rice cake handcraft workshops in the ancient town, each theme serves as a compelling reason for visitors to check in.
Party and government officials from Hongkou and Qingpu also visited Hongshu Fang to inspect its operations. Centered on the concept of a “literary cruise ship”, Hongshu Fang is a unique reading venue integrating reading, exhibitions, cultural and creative retail, catering and cultural events. Positioned around “literature + waterfront + youth socialising”, it leverages its waterside location to become a composite urban cultural landmark blending cultural experiences and leisure consumption. By the end of August this year, Hongshu Fang had received 860,000 visitors, with an average daily footfall of 6,000.
The delegation then toured Nie Er’s Former Residence and heard briefings on heritage preservation and utilisation. As the musician Nie Er’s first residence after he arrived in Shanghai, the site was designated a Hongkou District Cultural Relic Protection Unit in 2004. Rebuilt on the original site, it is now operated by the Memorial Hall of the 4th CPC National Congress. Seizing the opportunity of Shanghai’s pilot reform for cultural and creative incentives, the venue has adopted market-oriented operation under the new name “Le’er Workshop”. It functions as a comprehensive cultural space that combines revolutionary heritage, musical arts and modern leisure, offering immersive listening, enjoyment, entertainment and learning.
At the AIA Grand Theatre on the North Bund, officials inspected the theatre’s functional layout, stage facilities and daily operations. As Hongkou’s first large-scale comprehensive professional theatre, it spans approximately 14,000 square metres. The venue houses a main auditorium seating 1,715 people plus a multi-purpose hall (small theatre). Its programming centres on musicals and concerts. Since opening, the theatre has hosted over 600 performances and drawn nearly 600,000 audience members.
The two sides held in-depth exchanges on priority areas including cultural tourism resource integration, cross-district coordinated development, joint brand development and sharing, and innovation of cultural tourism products. Hongkou and Qingpu share close cultural bonds and intertwined heritage. They maintain solid connections in water systems, revolutionary legacies, green innovation and urban-rural development, jointly undertaking key missions to serve Shanghai’s overall development strategy. Building on the "Perfect Ten" brand, the two districts will deepen cultural tourism cooperation in two-way tourist flow, yacht resource coordination and premium cultural and creative product development. They will keep enriching cross-district cultural tourism scenarios, unlock consumption potential, amplify the unique combined strengths of “urban glamour + water-town serenity”, and inject new momentum through regional coordination into Shanghai’s drive to build itself into a world-famous tourist city.
Jiang Chan, Vice District Mayor of Hongkou, and Zhang Yan, Vice District Mayor of Qingpu, were among the participants of the event.
