Recently, the policy interpretation event for building a youth oriented urban district, part of Hongkou District’s Government Open Month themed “Striving for the 15th Five Year Plan, Forging Ahead Together toward the Future”, was hosted at the Shanghai Institute of Innovation & Creative Design. Centered on government transparency and youth engagement, the event built a government public interaction platform through policy briefings, youth policy consultations and a policy fair, to deliver youth benefiting policies with tangible outcomes.

The event opened with a promotional video. From the perspective of young entrepreneurs, it demonstrated how Shanghai’s unified policy portal Policy EasyAccess enables precise policy matching and online application for young people. The Government Information Openness Office under the Municipal General Office gave a special presentation on the platform. Serving as the city’s central onestop policy gateway, the portal features policy search and online application functions. It aggregates over 10,000 valid policies from more than 770 policyissuing entities across Shanghai, breaking crossdepartment and crossadministrativelevel barriers for policy resources. It supports centralized unified policy release, synchronized interpretation push, and integrated reading and processing workflows, tackling information asymmetry and pursuing the goal of “onestop policy search, easytounderstand content, and one click service access”.
The Communist Youth League Hongkou District Committee delivered a special briefing on Measures to Accelerate the Development of a Youth Oriented Urban District in Hongkou District (2026 2028). It systematically outlined core provisions, signature programmes and implementation pathways covering ten measures across four dimensions: ideological guidance, incentive for responsibility taking, youth oriented services and youth attraction.
Hongkou District Civil Affairs Bureau presented the “Hongkou SweetLove Welfare” initiative. Responding to young people’s practical needs concerning romance, marriage and childbirth, the programme offers three layers of support for newly wedded couples, expectant mothers and newborn families. It stands as one of the signature initiatives under the “Thoughtful QualityofLife Services” pillar of Hongkou’s youth oriented urbandistrict drive.
During the event, Hongkou appointed its first batch of “Youth Economy Trend spotting Experience Officers” and “Youth Government Affairs Observers”. The Experience Officers are youth representatives from universities, youthoriented small businesses and media sectors. They will dive into frontline youtheconomy scenarios to form a closedloop workflow of “on site experience feedback optimisation”, ensuring youth voices are continuously factored into policy making. The Youth Government Affairs Observers are outstanding young representatives including people’s congress deputies, political consultative conference members, youth federation members and talents from major research institutions. They will collect youth demands and proposals on an ongoing basis and track implementation progress, shifting governmentpublic engagement from oneoff events toward regular, longterm mechanisms.
In the youth sharing session, four young representatives took the floor in turn, recounting their stories of growth, entrepreneurship, integration and development in Hongkou. Their testimonials vividly illustrated how Hongkou and its young residents grow handinhand and achieve mutual success.
As the flagship interactive segment, “Youth Policy Q&A · Live Policy Talk” brought the wellknown “Live Policy Talk” brand offline to the Government Open Month venue. Adopting “bullet screen message wall + on site draw” formats, organisers picked three questions from more than 60 youth submitted queries, while reserving two slots for impromptu on site questions. Department heads acted as keynote policy speakers, giving live responses, addressing each suggestion, clarifying implementation directions and mechanisms to guarantee every concern receives proper follow up.
Outside the main venue, a youth policyservice fair was set up. Professional staff from relevant departments provided oneonone consultations covering talent support, housing security, marriage registration, employment and entrepreneurship — topics of high concern among young residents. Coinciding with the Qixi Festival, the Communist Youth League Hongkou District Committee ran an intangible cultural heritage lacquer fan workshop from its Youth Night School onsite. The District Civil Affairs Bureau also operated a “SweetLove” booth for marriageandchildbearing policy outreach, catering to diverse youth demands for social romance opportunities and policy awareness.
More than 130 participants took part, including officials from district authorities, people’s congress deputies, members of the Chinese People’s Political Consultative Conference, young entrepreneurs, government affairs observers and youth representatives from all walks of life.
