News Report (Reporter Ge Minmin) – The piling machine roared as the first foundation pile was recently driven for the complete renovation (demolition and reconstruction) project covering Blocks 11–12, 13–14 and 23 of Guangling No.1 Village under Guangzhong Road Sub-district, marking the official launch of this livelihood initiative.
A Party-building joint construction and project commencement ceremony was held on the same day. The 3rd Party Branch of the Sub-district authority, the General Party Branch of Guangling Residential Community and the project team jointly set up a red collaborative platform. Guided by Party building, the initiative aims to boost the quality and efficiency of this urban renewal and old housing renovation project, helping 126 households realize their dream of comfortable housing at an early date.
Under the plan, three outdated non-integrated workers’ dormitories on the original site will be demolished to make way for a 16-storey high-rise residential building, a two-storey ancillary building and an underground non-motor vehicle parking garage. Another eight multi-storey residential buildings stand within the compound, and three more buildings lie adjacent to the construction zone. Inevitably, construction work will generate noise, dust and traffic disruptions for surrounding residents. To deliver seamless public services, the three parties have established a long-term, pragmatic Party-building joint mechanism to deeply integrate Party building with project construction, community governance and livelihood services.
A livelihood service reception station has been set up inside the residential compound and opens regularly, offering services including Party member consultations, public demand intake and popular science outreach. The station collects residents’ feedback on-site, handles all livelihood requests in a closed-loop manner, and delivers public education on new construction techniques and eco-friendly building practices. It serves as a direct communication channel between the project team and nearby residents. Officials from the project team told reporters that since the station opened, several residents have come forward with inquiries, and concerned locals have volunteered suggestions for the construction work.
To address residents’ minor repair requests, the project contractor has formed a community maintenance service team. Working alongside the sub-district office and neighborhood committee, the team carries out regular “Neighbourhood Watch” support activities. Prioritizing seniors, disadvantaged households and people living alone, the team provides free services including home appliance inspections, pipeline checks and minor repairs. Staff members also conduct proactive home visits to ease residents’ daily hardships.
“Together with the project’s General Party Branch, we have visited most households to identify potential home safety hazards. For instance, we replaced ageing electrical wiring for an elderly resident living alone,” said Zhu Li, Secretary of the General Party Branch of Guangling Residential Community. The maintenance team has documented requests from more than ten households and will deliver free services in due course.
The project is Hongkou District’s first concrete modular construction scheme. It adopts the MiC intelligent construction technology independently developed by China State Construction International Holdings Limited. A total of 160 concrete modules will be fabricated off-site. Structural works, water and electrical piping installation and other procedures are completed in factories to form fully finished unit spaces, which are then transported to the site for assembly — enabling “housing construction in the same way automobiles are manufactured”.
Upon completion, the development will offer 130 residential units featuring well-proportioned layouts, private kitchens and bathrooms and ample natural light. The scheme will also upgrade the compound’s facade, green spaces, road network and parking facilities to comprehensively improve overall living conditions for residents.
