Officials in Hongkou District have pledged to strengthen talent development and recruitment as part of efforts to support high-quality economic growth, according to a government meeting held recently.
At the district’s talent work leadership group meeting, Party Secretary Li Qian called for a more strategic approach to attracting and cultivating professionals, particularly in technology, industry and public services.
The meeting reviewed a new initiative, the “Elite 100” program, aimed at training young professionals and building a pipeline of skilled workers aligned with the district’s development goals.
Officials said Hongkou will focus on combining global recruitment with local talent cultivation, while improving services and policies to attract professionals from diverse fields.
The strategy includes closer integration of investment promotion and talent recruitment efforts, as well as fostering an environment that values innovation and professional expertise.
“We must better align talent development with the needs of economic transformation,” Li said, emphasizing the importance of drawing high-level talent and innovation resources to the district.
Authorities also highlighted the need for stronger coordination across departments and enhanced support systems to ensure effective implementation of talent policies.
The meeting reviewed the district’s 2025 talent work progress and outlined priorities for 2026, including early planning for the next five-year talent development strategy.
Local officials said the measures are intended to position Hongkou as a competitive destination for skilled professionals, supporting Shanghai’s broader ambitions in global talent competition and innovation-driven growth.
