The "Shanghai Hongkou District Skilled Talent Development Base" was officially inaugurated at Shanghai Nanhu Vocational and Technical College on December 25.
Yang Jiaying, Director of the Shanghai Human Resources and Social Security Bureau, highlighted that the establishment of the skilled talent development base in Hongkou is a substantial implementation of the key policies from Premier Li Qiang’s inspection of Shanghai.
It aims to become a model for collaboration between enterprises and educational institutions in nurturing skilled professionals, thus providing strong support for the development of high-skilled talent essential for Hongkou and Shanghai's growth and modernization.
She emphasized that the municipal HR and Social Security Bureau would support this platform, deepen cooperation with Hongkou, Nanhu Vocational College, industry associations, and enterprises, and explore collaborative models to enhance the quality and effectiveness of skill training across Shanghai.
Li Qian, the Party secretary of Hongkou, stressed that the Hongkou District Government attaches great importance to employment promotion and skill training, focusing on cultivating high-caliber, highly specialized professionals to meet the demands of industrial transformation and technological innovation.
He stated that the district would deepen cooperation between educational institutions and enterprises, particularly in key sectors such as artificial intelligence, elderly care, and home services, to foster the skilled workforce needed for Hongkou’s continued development.
The event also featured the unveiling of the skilled talent development base, which will focus on improving the quality of the labor force, accelerating the formation of modern human resources, and providing significant support for the district’s economic development.
Additionally, the first batch of talent apartments for skilled workers was announced, with Hongkou Director Lu Ming presenting keys to the new residents. These apartments are part of Hongkou's efforts to create a multi-level housing supply system to enhance the sense of belonging and well-being for skilled professionals.
The event also saw the unveiling of the Nanhu Vocational College Employment Service Station, the awarding of certificates to employment and entrepreneurship guidance experts, a partnership agreement between the district’s human resources department and Nanhu Vocational College, as well as the formation of the Hongkou Skilled Talent Development Cooperation Alliance and the awarding of district-level employment training base plaques.
These measures aim to further integrate industry, education, and talent development, driving Hongkou’s skill-building initiatives to new heights.
Nanhu Vocational College, which is the first of its kind in Shanghai as a five-year, integrated vocational school, is a key partner in this initiative.
The college focuses on areas such as digital creativity, smart automobile services, healthcare, and smart tourism—fields closely aligned with Hongkou's economic needs. The college’s efforts in training technical and skilled talent will provide a high-quality workforce for Hongkou’s sustainable development.
This initiative aligns with the goals outlined by Premier Li Qiang during his visit to Nanhu Vocational College on November 3, where he stressed the importance of enhancing vocational education and skill development.
By collaborating with the district’s growing industrial sectors, Hongkou aims to create a robust talent pool, support employment growth, and contribute to the district’s high-quality economic transformation.
With the launch of the talent base, Hongkou continues to strengthen its role in fostering skilled professionals, making significant progress toward becoming a hub for skilled talent and a leading player in Shanghai’s "New Urban Standard."
