Lu Ming, the director of Hongkou District, chaired the 58th executive meeting of the district government recently with participation of industry representatives.
To advance government transparency and public participation, the meeting invited three public representatives from various sectors to partake in the deliberation of the "Hongkou District Action Plan for Persisting in Benchmark Reform to Continuously Create a World-Class Business Environment."
Hongkou District developed the action plan aligning with city requirements. The plan focuses on leveraging "solid measures" to enhance the "soft power" of the business environment, continuously improving it to boost enterprises' confidence in developing in Hongkou.
Wang Xinhua, CFO of Tengchen Biotechnology Co., suggested establishing an industrial investment fund for biotechnology enterprises in Hongkou. The fund can target industry leaders and companies with advanced technology, significant market potential, and domestic alternatives, to promote early and rapid development.
Hong Liang, director of Shanghai Zhihe Law Firm, proposed creating a dedicated enterprise development companion organization, employing experienced retirees as business stability ambassadors to provide daily services and assist in the development of existing enterprises.
Zhang Wei, General Manager of Shanghai Zhongjian Dongfu Investment Development Co., recommended researching policy support pathways for the involvement of social capital in fragmented old renovation projects, and increasing support for projects on Duolun Road and Jinian Road in terms of commercial and office policies, investment operations, and development construction.
Lu Ming acknowledged the pertinent suggestions from the invited industry representatives and committed to studying, analyzing, and adopting the feedback.
The meeting approved the action plan with three additional recommendations: elevate the sense of responsibility and urgency, benchmark against assessment criteria to intensify reform efforts, and unify efforts to enhance precise service supply, focusing on enterprise and public demands to improve service quality comprehensively.
