The first batch of sporadic old houses’ renovation projects, including Neighborhoods 230 and 252, took less than two months to complete the 100% relocation and vacating of residents' houses. In addition to the East Yuhang Road widening project launched at the beginning of the year, all three housing expropriation projects launched in Hongkou this year have achieved 100% signing and relocation of residents. Behind this achievement is the active cooperation of the residents of the plot and the hard work of the staff.
As the moving truck closed its doors and drove out of the alley, the last household in the Neighborhood 230 completed the relocation. All the houses were officially closed down, with the water and electricity fee settled down and all the houses vacated. Hu Junqiang, Deputy General Manager of the Hongkou First House Collection Service Office, introduced: "All residents with 46 certificates have completed the relocation process. Three 100% points of the neighborhood, i.e., 100% contract signing at the first round, 100% contract signing, and 100% relocation, were realized.
On February 22, the sporadic old renovation project in Hongkou fired its first shot, ushering in a successful start. The expansion and renovation projects of Neighborhoods 230 and 252, and East Yuhang Road (Baoding Road - Dalian Road) were expropriated, with the signing rate of residents on all three plots reaching 100%. Subsequently, the residents of the plot packed and moved eagerly, and the operators were all busy. During this period, some residents expressed concerns that the conflict could not be resolved after the relocation. To this end, the Hongkou District Old Houses’ Reconstruction Command has launched a combination of plans.

One is to assist in mediating the division of compensation for house expropriation within the family. If there is no consensus on opinions, we also provide a mediation platform to assist in mediation through judicial mediation. We will also make good use of the old party chief work platform provided by Guangzhong Road Sub-district to do the work of residents as much as possible
Gu Yuqing, Group Head of the Neighborhood 230 and “Old Party Chief”, said, "The residents' enthusiasm for relocation is still high, but there are several specific problems. For example, some houses have been moved far away, when some houses are handed over, and family conflicts that have not been resolved. They will have concerns that the conflicts cannot be resolved after the relocation. These all require us to work in all aspects, take legal principles as the guide, use emotions to guide, to do a better job of expropriation work faster.
The Hongkou District Old Houses’ Renovation Command also moved the people's party classes to the old houses’ renovation base, inviting representatives of residents and the mass work group to share the story of the old houses’ renovation. Especially, inviting residents from other plots of land who have already moved into new homes to speak for themselves and dispel concerns.
Zheng Weifen, the resident representative of the Music Valley Project, shared "The Story of a Wisteria Tree" with everyone. In her old house, there is a wisteria tree that was planted at the age of 12 and accompanied her family for over 50 years. After the announcement of the old houses’ renovation plan, Zheng Weifen wrote a letter to the Hongkou District Old Houses’ Renovation Headquarters and the District Greening Office, expressing her wish to find a new home for the old tree. Not long after, the staff came to inspect. Finally, Zheng Weifen received a response: "The staff said they were planning to move this tree to Peace Park. In February of this year, I was very excited to see this long-lost old tree in Peace Park, because it has a new home like us. The old houses’ renovation is very human, because not only we but the tree has changed the living conditions.
The old houses’ renovation has both temperature and acceleration. At present, there are still 16 scattered plots in Hongkou, involving approximately 4,000 households. Hongkou will continue to actively practice the full process of people's democracy, and be in accordance with the principle of quick as possible, to increase the efforts of scattered plots of old houses’ renovation and focus on promoting the organic urban renewal.
