In the 2022 Xinhua Baltic International Shipping Center Development Index, Shanghai continued to rank the third. As the brand landmark of the Shanghai International Shipping Center, the North Bund has deeply cultivated the development of the shipping service industry, realizing the leap from the old wharf to the shipping headquarters base. Hongkou has achieved three initiatives in supporting the development of the shipping industry: continuously uphold the faith, focus on the shipping attribute of the North Bund, never forget the history, and live up to the future; take initiative in innovation and explore new measures for shipping support policy at the North Bund; decisively grasp the opportunity period of development and promote the industrial chain and the value chain to the high-end.

As an extension of the North Bund International Shipping Forum, Hongkou has opened the first North Bund Shipping Reception Hall in the China Shipowner Mutual Insurance Building to hold a summit discussion. In the future, Hongkou will build shipping reception halls with different themes and styles, such as shipping finance, green low-carbon and shipping culture, based on the headquarters building of the first line shipping enterprises or shipping cultural and historical buildings along the North Bund, and embrace more entrepreneurs and experts in the industry to join in Hongkou.
Continuously Optimize Policies to Serve the Enterprise Development
The shipping reform can only be realized through the joint efforts of industries. At present, the North Bund is carrying out a new round of high-energy and high-level development and construction, benchmarking the highest and best international standards. It is making every effort to build a core bearing area for high-end shipping services, focusing on cultivating high-end business forms like shipping finance, shipping brokerage, maritime arbitration and information consulting, and attracting shipping enterprises and functional institutions with international influence to settle down by improving the shipping influence and competitiveness of the North Bund to better construct the Shanghai International Shipping Center.
To better serve the development of enterprises, Hongkou has thoroughly combed various policies of promoting the development of the shipping industry nationwide, and continued to optimize relevant policies in combination with the key value sectors of Hongkou's shipping development. Enterprises and institutions will be given subsidies for holding influential shipping conferences and forums, and will be rewarded for holding various salons, seminars, roadshows and other activities at the North Bund or publishing authoritative reports with international influence at the North Bund.
In addition, in order to support the building of the Asia Pacific Arbitration Center, Hongkou has set up a special policy for maritime arbitration in its shipping policy, which provides settlement incentives, house purchase subsidies and rental subsidies to newly introduced maritime arbitration and other legal service institutions and enterprises, and formulates special policies in building an ecosystem of maritime legal services.
