"The good news is one after another!" said 68-year-old Shi Long, who is the Director of Owners Committee of Songhua Community. He has lived in the community for more than 20 years. He feels that the changes in the community in the past two years are earth shaking.
"Beautiful Home +" Comprehensively Improved Quality of Community
Songhua community, located at Lane 2501, Songhuajiang Road, was built in the 1990s and consists of five buildings with six to seven floors, with a total of 294 families. Due to the long history of construction, there were lots of problems in it, such as serious leakage of building exterior wall and roof, exposed loess of green belt, narrow roads in the community, and motor vehicles parked along one side of the road. The community has three non-motor vehicle garages, two of which are outdoor. Problems such as random parking and flying line charging are becoming increasingly prominent. "There are no lights in the community, so I dare not go out at night. There is no water outlet on the roads in the community, so there is serious ponding in rainy days, which makes it impossible to go out", said Shi Long.
In November 2020, with the support and guidance of the District Housing Authority and relevant departments of Quyang Road Sub-district, the community owners' assembly passed the decision of double improvement of property service quality and price according to laws, and raised the community property fee from RMB 0.8 to RMB 1 on the premise of improving the quality of property service such as property maintenance, parking management and greening pruning.
Four months later, the comprehensive transformation project of beautiful home in Songhua Community was officially launched. The transformation included the transformation of the entrance of the community, the refresh of the outer wall, the renovation of the unit door head, the transformation of the non-motor vehicle shed, the diversion of rain and sewage, the repair of indoor public parts, greening, replanting, and etc. In the reconstruction project, the telescopic iron door at the entrance and exit of the community will be changed into vehicle road gate access control and pedestrian access control to realize the diversion of people and vehicles. A new outdoor non-motor vehicle shed will be built. All outdoor non-motor vehicle sheds will be renovated by replacing the original roofs with steel structure roofs. A total of 30 charging piles will be added to ensure the charging safety of non-motor vehicles. Besides, a new closed large garbage dump will be built, so that the large garbage stacked in the open air have a "destination".
An official of the community property company revealed that at the beginning of the property fee increase in 2021, the collection rate of the community property fee was only about 60%. After the transformation of the beautiful home, the community took on a new look, and residents spontaneously paid the property fee. At the end of last year, the collection rate of the property fee reached 98%. "The results of the transformation have boosted the morale of better serving the residents, and made the improvement of both quality and price come true."
The Old Community Realized the Huge Transformation of "Intelligent Convenience"
Sun Lu, Director of Linyun Neighborhood Committee of Quyang Road Sub-district, is also full of expectations for the future. She told that during the transformation of the beautiful home, the "troika" carried out comprehensive treatment of stubborn problems, such as corridor stacking and patio construction, making up for the shortcomings of community governance. The neighborhood committee, the owners committee and the property management committee worked together to build a bridge between the construction unit and the residents. Through full communication, they ensured that the construction unit could optimize the parking space and replace the clothes hanger on the premise of fully respecting the wishes of residents. "We lent the first floor of the activity room to the construction unit as a temporary office space to answer questions of residents and solve contradictions."
After the community became beautiful, the roads became spacious, the battery car charging was more convenient, the residents of Songhua community ushered in the good news of the pilot of "smart community". With the joint efforts of the district and sub-district urban transportation centers, the community has completed the installation of IOT sensing equipment such as the geomagnetic detection sensors for ground parking space vehicle, the fire detection alarms for corridors and non-motor vehicle sheds, the sensors for garbage overflow, the sensor for sewage well liquid level overflow, and will be connected to the "Unified Management" platform of the urban transportation center. The parking management, corridor stacking, fire safety and garbage classification supervision of the community will be integrated into the information management, and form a three-level circular management closed loop of "Property, Sub-district and District". Songhua Community will also usher in a huge change from "clean and tidy" to "intelligent and convenient".
Hongkou continues to strengthen the "Beautiful Home +" series of projects, comprehensively implement the installation of elevators, the installation of charging piles and the improvement of property management, striving to achieve a full coverage of old after-sales public housing communities in the whole district by the end of 2023. At the same time, it will promote the construction of "smart community" according to local conditions in combination with the construction of digital twin cities, in a bid to add intelligent "wings" to the community governance.
