Police officer at Jiaxing Road Police Station of Hongkou Public Security Sub-bureau Successfully Prevents a Telecommunication Fraud Case

Recently, Xu Bing, a police officer at Jiaxing Road Police Station of Hongkou Public Security Sub-bureau, successfully prevented a telecommunications fraud case according to the information provided by the anti-fraud center of the Municipal Public Security Bureau, helping the victim to restore RMB700,000 of house-purchasing deposits.
On a noon in mid-July, according to the early warning information, the anti-fraud center of the Municipal Public Security Bureau found that a swindler was using a mobile phone number beginning with 135 to carry out telecommunications fraud by posing as a worker at the public security organs, and the mobile phone was always busy and could no be put through. The anti-fraud center immediately reported the case to the Hongkou Public Security Sub-bureau in the residential area of Ms. Deng, the mobile phone user, and got into touch with Ms. Deng’s son Mr. Wu, who was on business outside the city and found his mother’s mobile phone was still busy.
Informed of the information, the patrol police officers at Jiaxing Road police station immediately rushed to the home of Ms. Deng, only to find no one at home. Due to other alarms, the patrol police officers quickly conveyed the information to the duty room at the police station.
Xu Bing, a police officer at the police station who was about to go out for work, was passing the duty room, and felt is was urgent after hearing about the case. It happened that Xu’s destination was near Ms. Deng’s house, so Xu asked to look for Ms. Deng. Arriving at Ms. Deng’s house, he found the door was still shut. A neighbor saw Ms. Deng leaving home over 10 minutes before, talking on the phone all the time, mentioning “bank” several times, and heading for Liyang Road. Xu was worried that the fraud must be directing Ms. Deng to transfer the money while requiring Deng not to ring off or contact the police to prevent the police from disrupting the process, resulting in the patrol police failing to find Ms. Deng. At the time, Ms. Deng must be on the way to a nearby bank for remittance, and there was an Agricultural Bank of China on Liyang Road Siping Road.
In order to race against time, after asking the neighbor about Ms. Deng's features of clothing and appearance, Xu rode a shared bike and rushed to the bank. At the Agricultural Bank of China on Siping Road Liyang Road Xu did not find Ms. Deng and the security guard did not see such a lady either. Then Xu looked for Ms. Deng along the road on the bike. He searched several bank outlets nearly but failed to spot Ms. Deng. With the time passing by, although the fraud was more and more likely to succeed, Xu did not give up yet. Riding the bike in the burning sun at noon, he searched for Ms. Deng on Siping Road. At a China Merchants Bank on Siping Road Linping Road, a security guard offered Xu a key clue that several minutes before an old lady looking like Ms. Deng was talking on the phone and saying she wanted to go to the Agricultural Bank of China nearby, which brought hope to Xu.
Xu rode the bike again to turn back to the Agricultural Bank of China at the intersection of Siping Road and Liyang Road. On the way Xu suddenly noticed an old lady walking nervously while talking on the phone, and she was much like Ms. Deng. After approaching and asking the old lady, Xu learned that she was just Ms. Deng. Then Xu showed her the police officer certificate and explained the situation. Only then did Ms. Deng realize that she had been deceived. However, Ms. Deng had told the fraud about the information about some bank cards and her ID card number, with the highest amount of over RMB700,000 in a deposit card of Agricultural Bank of China. After learning about the situation, Xu immediately took Ms. Deng to the bank to inquire about the account for emergency response. Fortunately the fraud had not transferred the money, with the over RMB700,000 deposit retained. After preventing the fraud case, Xu realized that he had not returned the shared bike. Turning on the mobile phone he found that he rode a total of 6 kilometers.
Later, Ms. Deng's family was so moved by the police officer sparing no effort to dissuade the old lady that they sent a silk banner to the anti-fraud center. Deng’s son Wu said that the over RMB700,000 almost lost to the fraud was the house-purchasing fund raised in the whole family. If the money had been lost to the fraud, then the house could not be bought and they had to bear the responsibility of breach of contract, which would result in huge losses. Xu said with a smile that he had spent RMB1 borrowing a shared bike to prevent the loss of more than RMB700,000 for Ms. Deng, which was a really high cost performance.
