On March 27, 2015, Hongkou District held a meeting to strengthen construction for community workers in grass-roots communities and deploy adjustment of community worker management pattern. Shanghai Municipal Party Committee has launched a No.1 subject “1+6” document to regulate the basic responsibilities, ways of allocation, grade of position, remuneration and social security of community workers. To implement the spirit of this document, Hongkou District made an adjustment on its existing management pattern of full-time community workers. Based on the principles of “unified regulation and identical employment and management”, the employment relation of full-time community workers will be managed by the sub-district offices, which will be responsible for the routine management, training, employment, practice, examination and assessment of community workers. Officials of Hongkou District Bureau of Civil Affairs said that in the future, full-time community workers will be included in a unified community worker management system. Hongkou District will accelerate its construction for a professional system of community workers, and build a community workers team with reasonable structure, extensive origin and high professional quality.
