In the past few days, Lu Ming, Deputy Party Chief of the Hongkou District Party Committee and Acting District Governor, presided over the 18th Executive Meeting of the Hongkou District Government, which was attended by district officials Zhou Rong, Liu Guoqing, Chen Xiaojie and Chen Shuai.
The meeting invited three representatives of stakeholders to participate in the deliberation of the “Implementation Opinions of Hongkou District on Promoting Quality Improvement, Strengthening Guidance of Standards, and Strengthening Creation, Application and Protection of Intellectual Property” (hereinafter referred to as the Implementation Opinions) to further promote the openness of the government affairs, strengthen the public participation, and improve the targeting and quality of decision-making.
To promote enterprises in Hongkou to improve the quality, and strengthen the standard guidance and intellectual property innovation, promote the quality brand building and intellectual property work of enterprises, and help further develop the economy of Hongkou District, Hongkou District Market Supervision and Administration Bureau took the lead in formulating the “Implementation Opinions”.
Zhao Yongping, Vice President of Shanghai Golden Education Technology Co., Ltd., suggested that we should release and implement the newly formulated “Implementation Opinions” as soon as possible, and strengthen the publicity efforts, so as to form a good atmosphere in Hongkou to promote the quality improvement, the standard guidance and intellectual property protection, promote the quality brand building and intellectual property work of enterprises, help enterprises continuously improve their quality management, and boost the regional economic development of Hongkou.
Weng Xi, General Manager of Hupu (Shanghai) Culture Communication Co., Ltd., suggested that Hongkou should continuously strengthen the support and protection of enterprises' independent innovation, strengthen the quality assurance and promotion of brands and standards and promote enterprises to create and use high-value intellectual property more confidently, so as to improve the regional intellectual property operation service.
Li Shasha, Senior Engineer of Shanghai Materials Research Institute, suggested that Hongkou were expected to fully respond to the spirit of the regional "14th Five-year Plan", the “National Standardization Development Outline” and other documents, continuously focus on regional characteristics and innovation guidance, further strengthen the support for standardization and intellectual property work, constantly improve the overall level, and promote enterprises, universities and scientific research institutes within the jurisdiction to improve standardization and intellectual property management systems, and continuously improve quality and efficiency.
Lu Ming said that the opinions of the representatives were pertinent and professional, and he hoped that relevant departments would carefully study, carefully analyze and effectively adopt them after the meeting. Lu added that the report of the 20th CPC National Congress emphasized the high-quality development. Quality, standards and intellectual property rights are the cornerstone of high-quality development, and they are also the key to promote the improvement of the industrial level of Hongkou District. Firstly, we should make full use of supportive policies. It is necessary to strengthen the publicity and explanation of policies so that eligible organizations and individuals can know and declare in time. In addition, we should adhere to the principle of inclusive fairness and result orientation, strengthen the sense of standardization and risk, promote the relevant review work in a safe and orderly manner in strict accordance with the prescribed procedures, strengthen the performance evaluation of the whole process, and do a good job well and practically. Secondly, we should give full play to the guiding effect of funds. We should encourage enterprises to increase investment in quality construction, standardization construction, innovation and research and development, and constantly improve the core competitiveness and the development level through supporting the policy incentives. Besides, we should strengthen the coordination and cooperation between financial policies and the policies related to technology, finance and talent, do our best to speed up the implementation of policies, further optimize the business environment, as well as strengthen the two aspects of the transformation of technological achievements and the gathering of sci-tech innovation headquarters, and improve the display and contribution of Hongkou in building the "five centers" and strengthening the "four functions" in Shanghai.
